“the right of the people to keep and bear Arms, shall not be infringed.” That is the same phrase the Constitution uses elsewhere for individual rights — “the right of the people” to assemble, to be secure in their houses, papers, and effects. It is not written as “the right of the states” or “the right of the militia.” People keep arms in their homes. They bear them when they carry them. The government is told not to strip that right away.
